31 March 2027: the last day to file under the current rules
ISA revised its permanent-residence guideline on 1 October 2026. Applications filed from 1 April 2027 are assessed under the new version: a pension outlook, Japanese at B1 level, limits on time spent abroad, and for spouses 5 years of marriage and 3 years in Japan. A 3-year period of stay counts as the longest one for every application filed by 31 March 2027.
Two factors of the revision also reach applications filed from 1 April 2026 that were still pending on 1 October 2026: household income compared with the average Japanese household, and not being a public burden.
What changes in April 2027The fee is now ¥200,000
For applications received from 1 October 2026, a granted permanent residence costs ¥200,000 in revenue stamps (it was ¥10,000). You pay it only if approved — but a refusal costs months of waiting, and a new application pays the new fee.

Questions
What counts as a late payment?
Paying after the deadline printed on your own notice (納期限) — for 国民年金, after the end of the following month. ISA's guideline says that even if everything is paid by the time you apply, payment after the original deadline is, in principle, evaluated negatively. When a deadline falls on a weekend, a holiday or 29 Dec–3 Jan, it moves to the next business day, and we apply that.
I paid late once. What now?
Pay anything still unpaid first. Then the question is when the late payment leaves the period ISA looks at: 5 years for resident tax on the standard route (3 for spouses and HSP 70, 1 for HSP 80), 2 years for pension and health insurance (1 for HSP 80). The audit computes that date for you. We count from the later of the deadline and the actual payment date — the cautious reading.
Who is a 行政書士 and when do I need one?
A licensed administrative scrivener who can prepare and file immigration applications for you. Consider one if you were refused for reasons other than payments (criminal record, gaps in residence, income), if your situation is unusual, or if you want someone to prepare the application and the 理由書. We do not do that.
Is this legal advice?
No. We read your own records and apply the rules ISA publishes. We never fill in or submit any application, request form or 理由書, and we cannot tell you whether ISA will approve you.
What about my My Number?
We never ask for it. Please cover it before you upload. As a safety net, 10-to-13-digit numbers (My Number, basic pension number) are found and blacked out automatically before anything is stored or read by the model.
Where does my data go?
Uploads are encrypted and deleted 7 days after your report, or immediately when you press delete. Our servers are in the United States and the reading is done by the Anthropic API (United States), so we ask for your consent to that transfer separately.
